Are you sure the government is right to sponsor hybrids?
I got a nephew who's an insurance adjuster. He tells me that his biggest nightmare is dealing with hybrid cars that have been in a front end collision. He says before he's allowed to do his job, the wreck has to be parked in a corner of the lot, a safe distance from the building and a specially trained hazmat team must be brought in to safely remove the battery. He says the guys are scared to death that the battery may explode or burst into flames while they try to remove it from the tangled metal. Once they get it out it has to be sealed in an explosion proof container and shipped to a special recycling center. All this costs the insurance company a fortune. And guess who they pass the costs onto?
Being green sure does cost a lot of green.
The government is right to offer low interest loans - not grants or bailouts - to US businesses so they can develop more green products. It's the market that should decide which products should remain on the market. If the hybrids are expensive and the cost is passed on to the customer then the customer will stop buying the product. The product goes off the market and hopefully is replaced with a better, lower cost product.
